Migration Action Plan

 Council of Ministers – 03 June 2024 

 The Portuguese Council of Ministers approved today the Migration Action Plan which is based on 4 pillars: institutional reorganization, functional humanistic integration, attraction of foreign talent and regulated immigration. 

The plan is composed by 41 measures, of which we highlight the most relevant: 

Immediate extinction of expressions of interest (“manifestações de interesse”) provided in Articles 88(2) and 89(2) of Law No. 23/2007, of July 4, safeguarding those that have already been submitted and are being processed 

Strengthen response and processing capacity at Portuguese consular posts 

Prioritize applications for family reunification, students and qualified professionals 

▪ Creation of a mission structure to resolve the 400,000+ cases pending at AIMA, strengthening AIMA's human and technological resources 

▪ Strengthen the operational framework of the CPLP Mobility Agreement, eliminating the limitations to mobility in the Schengen Area 

▪ Intervention in existing border control infrastructures, IT systems and databases; ensure the efficiency of the return system and creation of a multi-force inspection team to combat abuses (human trafficking, illegal immigration) 

Attraction of foreign students at Portuguese higher education institutions, extending the validity of their residence permits so that they can find a job in Portugal 

Increase slots for asylum seekers and refugees, implement commitments to resettle and relocate beneficiaries and applicants for international protection, increasing the capacity of refugee centers 

▪ Creation of instruments to channel private capital into social investment in immigrant integration projects (Golden Visa for solidarity financing)
